A regular meeting of the Woodstock City Council was held on the above mentioned date.


This meeting was held in person and electronically in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended, and section 16.6.24 of the City of Woodstock Procedure by-law.

This meeting took place in Council Chambers at Woodstock City Hall, 500 Dundas Street.


Closed Session commenced at 6:30 p.m. in the 2nd floor Board room followed by Open Session in Council Chambers at 7:00 p.m. All Members of Council were present. Mayor J. Acchione chaired the meeting.

Vatain Titizian outlined concerns with a tree on his property and requested that the tree be removed or trimmed and maintained by the City moving forward.

Heather Wright expressed concerns with speed at Springbank Avenue and Algonquin Road. She requested consideration be given to a three-way stop, flashing speed radar signs, changes to the speed zone signs and/or speed bumps in the area.

    That Woodstock City Council receive the presentation from Heather Wright to reduce the speed on Springbank Avenue at Algonquin Road as information.

Tim Dukes, Executive Director of Operation Sharing, presented Council with information on the limitations of the current shelter system and spoke in support of directing the funding received from the Building Faster Fund towards a new, barrier-free homeless shelter. No resolution is required as this delegation refers to Department Report item 14.g.1.

    That Woodstock City Council advise County Council that the City supports the application to amend the Official Plan (File No. OP 22-05-8), submitted by 1000049811 Ontario Inc. for lands legally described as Plan 63, Lots 1 and 2 e/s Wilson, Part Lots 1 and 2 n/s Frances, City of Woodstock, to re-designate the subject lands to Medium Density Residential to facilitate the development of a nine unit multiple-attached dwelling building on the subject lands;

    And further that City Council  approve in principle the zone change application (File No. ZN 8-22-05) submitted by 1000049811 Ontario Inc. for lands legally described as Plan 63, Lots 1 and 2 e/s Wilson, Part Lots 1 and 2 n/s Frances, in the City of Woodstock, to rezone the lands to ‘Special Residential Zone 3 (R3-sp)’ to facilitate a nine unit multiple attached dwelling building with reduced lot frontage and alternative location of parking areas;

    And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Mayor J. Acchione declared a conflict of interest and refrained from discussing item 9.b. Acting Mayor K. Leatherbarrow chaired this portion of the meeting.

    That Woodstock City Council approve in principle the zone change application (File No. ZN 8-23-18) submitted by the 2729902 Ontario Inc., for lands described as Part Lot 9, Concession 1 (Blandford), to rezone the lands from ‘Agricultural (AG)’ to ‘Special General Industrial Holding Zone (M3-48 (H))’ ‘Special Highway Commercial Holding Zone (C4-57(H))’, ‘Environmental Protection Zone 1 (EP1)’ and ‘Environmental Protection Zone 2 (EP2)’ to facilitate a proposed draft plan of subdivision for industrial and service commercial purposes;

    And further, that City Council advise County Council that the City supports the application for Official Plan Amendment, File No. OP 23-11-8, submitted by the 2729902 Ontario Inc., for lands described as Part Lot 9, Concession 1 (Blandford), to redesignate the lands from Business Park to Traditional Industrial and Service Commercial;

    And further that City Council advise County Council that the City supports the application for draft plan of subdivision, File No. SB 24-06-8, submitted by the 2729902 Ontario Inc., for lands described as Part Lot 9, Concession 1 (Blandford), subject conditions 1 through 69 outlined in the report.

    That Woodstock City Council authorizes the Woodstock Public Library Board to carry over the 2024 year-end surplus into the Board's Salaries Reserves.

Diane Campbell and Artem Voytsekhovskiy presented an overview of the 2025 Capital Budget and 2026-2029 Capital Budget Forecast. No resolution is required as details of this matter will be presented at the November 26th, 2024 Special Capital Budget meeting.

    That Woodstock City Council refer the draft Livestock By-law #9707-24, which replaces Municipal Code Chapter 0232 – Fowl – Pigeons, to the by-law portion of the agenda;

    And further that Woodstock City Council authorizes Staff to make the necessary application to the Ministry of the Attorney General to seek approval for the proposed short form wording and set fines associated with Municipal Code Chapter 0232 – Livestock.
