The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.

Councillor C. Lauder will read the resolutions

Recommendation:
That Woodstock City Council approve in principle the zone change application (File No. ZN 8-24-21) submitted by 1000228641 Ontario Inc. for lands described as Part Lot 13, Concession 2 (Blandford), in the City of Woodstock to rezone the subject lands from ‘Future Development Zone (FD)’ to ‘Special General Industrial Zone (M3-sp)’ and ‘Special General Industrial Holding Zone (M3-sp-H)’ to facilitate the development of the subject lands for industrial uses;


And further that Woodstock City Council advise County Council that the City supports the application for draft plan of subdivision (File No. SB 24-04-8) submitted by 1000228641 Ontario Inc. for lands described as Part Lot 13, Concession 2 (Blandford), in the City of Woodstock, with a lapsing date of 3 years from the date of draft plan approval subject to conditions of draft approval 1 through 50 outlined in the report;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council approve the use of $400,000 from the Road Reconstruction Reserve to replace the debenture financing approved for the Mary Street Reconstruction (INF00049) capital project in the 2025 Capital Budget.

Recommendation:
That Woodstock City Council receive the Statement of Reserves, Reserve Funds, Trust Funds and Reserve for Capital Projects at December 31, 2024 as information.

Recommendation:
That Woodstock City Council award the tender for the reconstruction of Powell Street to Euro-Ex Construction (2008422 Ontario Ltd.), in the amount of $913,829.38 inclusive of HST.

Recommendation:
That Woodstock City Council award the tender for the 2025 Annual Asphalt Program to Permanent Paving Ltd. in the amount of $1,390,000.00, inclusive of HST.

Recommendation:
That Woodstock City Council approves Council Policy GA031 - External Special Events.

Recommendation:
That Woodstock City Council approves Council Policy GA032 – Recreation and Culture Program Refund and Withdrawal Policy.

Recommendation:
That Woodstock City Council confirms the selection of the following students as the winners of the 2025 Student Civic Awards of Excellence:

  • Maria Eduarda De Nez Nalevaiko – St. Mary’s High School
  • Sage Hehar – Huron Park Secondary School
  • Chloe Knoll – Woodstock Collegiate Institute
  • Eliane Mbombo-Pembe – École Secondaire Catholique Notre-Dame
  • Maryam Siddiqui – College Avenue Secondary School

Recommendation:
That Woodstock City Council approves the amendments to Council Policy PR011 – City Beautiful Awards.

Recommendation:
That Woodstock City Council approves the induction of the following individuals at the 2025 Sports Wall of Fame ceremony:

  • Female Athlete: Janet Thompson
  • Male Athlete: Kevin Bruder
  • Team: Silver Tankard Ontario Champions
  • Builder of Sport: Bill Arthurs
  • Historic: Bob McMillan & Bun Brewster
  • Lifetime Achievement: Jim Stevens; and,
  • Special Recognition: Kyla Rodrigue.
