This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. Recommendation:
That Woodstock City Council advise County Council that the City supports the application to amend the Official Plan (File No. OP 25-12-8), submitted by The Corporation of the City of Woodstock, for lands legally described as Part Lots 21-23 & 27, Plan 1600, City of Woodstock, to re-designate the subject lands to High Density Residential to facilitate the development of a high density residential use on the subject lands;

That Woodstock City Council approve in principle the zone change application (File No. ZN 8-25-10) submitted by The Corporation of the City of Woodstock for lands legally described as Part Lots 21-23 & 27, Plan 1600, in the City of Woodstock, to rezone the lands to ‘Special Residential Zone 4 (R4-22)’ to facilitate a high density residential use and neighbourhood serving uses with site specific provisions for a minimum number of dwelling units, interior side yard width, rear yard depth, parking and development form.


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation: 
That Woodstock City Council advise County Council that the City supports the application for draft plan of subdivision (File No. SB 25-06-8) submitted by the City of Woodstock, for lands described as Part Lot 14, Concession 2 (Blandford) and Parts 1 and 2 of 41R-8016, in the City of Woodstock, subject to the following conditions of draft approval outlined in the report 1 through 29.

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council approve-in-principle the zone change application submitted by 1967113 Ontario Inc. and the Corporation of the City of Woodstock, whereby the lands described as Part Lot 3 and Lot 4, Plan 278, Part 9, 41R2092, known municipally as 125 Huron Street, City of Woodstock are to be rezoned from ‘Residential Zone 2 (R2)’ to ‘Special Residential Zone 3 (R3-sp)’ to facilitate the
development of a three unit street row dwelling house (townhouses). 

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise Oxford County that the City supports the application for draft approval of a proposed condominium submitted by Bonds Corner Plaza Inc. (File No. CD 25-03-8), prepared by Kim Husted Surveying Ltd., for lands described as Part Lot 13, Concession 1 (Blandford), Parts 1, 2 and 3, Plan 41R-10501 in the City of Woodstock.

And further, that Woodstock City Council advise Oxford County that the City supports the application for exemption from the draft plan of condominium approval process submitted by Bonds Corner Plaza Inc. (File No. CD 25-03-8), prepared by Kim Husted Surveying Ltd., for lands described as Part Lot 13, Concession 1 (Blandford), Parts 1, 2 and 3, Plan 41R-10501 in the City of Woodstock, as all matters relating to the
development have been addressed through the Site Plan Approval process and a registered site plan agreement with the City of Woodstock.


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise Oxford County that the City supports a 1 year extension to the draft approval of the Thames Developments (VI)
Inc. subdivision, (SB21-05-8), for lands described as Part Lot 5, Concession 15 (East Zorra), being Parts 1, 2, 3 and 4, 41R-10280 in the City of Woodstock to March 8, 2027, as set out in Report No. CP 2026-53.

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise the Land Division Committee that the City supports application B25-68-8, submitted by Bajram Dragusha, for lands described as Part Block B Part Lot 179, Part 1 41R-9164, in the City of Woodstock, to create a new residential infill lot, subject to the following conditions outlined in the report 1 through 5.

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise Oxford County that the City supports a three year extension to the draft approval of the 1212949 Ontario Inc
subdivision, (SB10-08-8), for lands described as Part Lot 13, Concession 2 (Blandford), in the City of Woodstock to March 8, 2029, as set out in Report No. CP 2026-58.

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
THAT Woodstock City Council endorse the revised Woodstock Community Improvement Plan and potential range of programs and incentives;

AND FURTHER, that a By-Law to adopt a revised Community Improvement Plan be brought forward for City Council’s consideration;

AND FURTHER, that a By-Law be brought forward to repeal By-Law 8809-12, establishing the previous Downtown CIP program. 

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council adopts a 5% increase to the L.I.C.O. standard in order to qualify for assistance fees.


Or


That Woodstock City Council adopts a 10% increase to the L.I.C.O. standard in order to qualify for assistance fees.

Recommendation:
That Woodstock City Council approve $50,000 in the 2026 Revenue Budget for consultant fees associated with the development of an Economic Development strategic plan and that the funds be taken from the Industrial Land Reserve Fund.

Recommendation:
That Woodstock City Council appoints Laszlo Alt to the Woodstock Environmental Advisory Committee for a term from February 19, 2026, to November 14th, 2026.

Recommendation:
That Woodstock City Council receives the objection submitted under Section 29 (5) of the Ontario Heritage Act for the property at 259–261 Park Row (Hawkins Chapel); and


That Woodstock City Council direct staff to proceed with either:


Option 1 – to uphold the objection and withdraw the Notice of Intention to Designate,


OR


Option 2 – to designate the property despite the objection and refer the draft by-law to the by-law section of the agenda, pursuant to Part IV of the Ontario Heritage Act.
