This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.


Closed session commences at 12:30 p.m. in the 2nd Floor Board Room for the consideration of a matter relating to labour relations or employee negotiations, and a personal matter about an identifiable individual.


Councillor K. Leatherbarrow will read the resolutions.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council receive the 2025 Annual Building Report as information.

Recommendation:
That Woodstock City Council authorizes the Mayor and City Clerk to sign the required agreements with the registered Owner of the properties to provide the relief of ten (10) parking spaces at 28 Finkle Street.

Recommendation:
That Woodstock City Council award the tender for the reconstruction of Nesbitt Crescent and Vanier Avenue to Viewcon Construction Limited, in the amount of $3,125,611.09 inclusive of HST.

Recommendation:
That Woodstock City Council approves the updates to Council Policy AS011 - Strategic Asset Management Policy;


And further that the updated Strategic Asset Management Policy be shared with the City’s Local Boards.

Recommendation:
That Woodstock City Council approve the appointment of Simon Mathias to the Downtown Woodstock BIA Board of Management.

Recommendation:
That Woodstock City Council approve Council Policy GA012 - Raising Community Flags and Banners, Distribution of City of Woodstock Flags and Lowering of Flags to Half-Mast as amended;


And further that City Council repeal Council Policy GA008 - Distribution of City of Woodstock Flags;


And further that City Council refer the proposed amendment to Municipal Code Chapter 330 – Fees and Charges to the By-law section of the agenda.

Whereas ongoing illegal dumping within the City of Woodstock has become a growing concern for residents and the municipality;


And whereas community complaints and the cost implications associated with cleanup and enforcement continue to increase;


Therefore be it resolved that staff be directed to prepare a report for Council that examines the issue of illegal dumping within the City of Woodstock, clarifies the City’s jurisdiction and authority in addressing illegal dumping including any legislative limitations, and provides a set of possible recommendations and strategies to proactively address this issue, including but not limited to enforcement options, public education initiatives, and partnerships with relevant agencies, as well as identifying any potential resource implications associated with implementing these recommendations.
