This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.


Closed session commences at 12:50 p.m. in the 2nd Floor Board Room for the consideration of:

  • two personal matters about an identifiable individual, including municipal or local board employees; and, 
  • a labour relations or employee negotiations matter that also relates to a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board

That the 2025 Budget Meeting Schedule be amended to reschedule the 2025 Revenue Budget Review Meeting from Thursday, February 27, 2025 to Wednesday, February 26, 2025.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council award the tender for the reconstruction of Athlone Avenue to Viewcon Construction Limited, in the amount of $1,360,452.73 inclusive of HST.

Recommendation:
That Woodstock City Council receive the 2024 Annual Building Report as information.

Recommendation:
That Woodstock City Council award the tender for the reconstruction of Warwick Street to Viewcon Construction Limited, in the amount of $804,983.20 inclusive of HST.

Recommendation:
That Woodstock City Council confirms the waiver of the tendering requirements of Municipal Code Chapter 376 – Procurement of Goods and Services and authorize the purchase of one 2025 Nova transit bus in the amount of $869,999 plus HST and further,


That an additional $130,000 be funded using Provincial Dedicated Gas Tax.

Recommendation:
That Woodstock City Council authorize the Mayor and Clerk to enter into a Transfer Payment Agreement (TPA) for Pittock Park Road Urbanization with the Province of Ontario and further,


That Council approve the addition of $62,500 funded from Reserve – Capital Projects and $62,500 funded from Grants – HECS to project INF00191 Pittock Park Road Urbanization in the 2025 Capital Budget.

Whereas speeding, distracted driving, and impaired driving are among the leading causes of driving related collisions, injuries, and fatalities in Ontario; and,


Whereas municipalities are called upon to modify driver behaviour through expensive infrastructure and even more expensive policing; and,

Whereas infrastructure and policing are inherently limited in their effectiveness at reducing speed and distracted driving, and entirely ineffective at reducing impaired driving;

Therefore be it resolved that the City of Woodstock calls on the Provincial and Federal governments to do everything in their power to limit speeding, distracted driving , and impaired driving, and thereby reduce collisions, injuries, and fatalities in our communities;

That the City of Woodstock specifically requests that the Government of Ontario take action to implement the rural road safety program that Good Roads has committed to lead, which will allow Ontario's rural municipalities to make the critical investments needed to reduce the number of people being killed and seriously injured on Ontario’s rural roads; and


And that City of Woodstock Staff work with Oxford County and all Oxford municipalities on the feasibility of implementing a long term Vision Zero Policy and the Good Roads Rural Road Safety strategy across all of Oxford; and,

That a copy of this resolution be forwarded to the Ontario Premier, Ontario Minister of Transportation, Ontario Minister of Infrastructure, Ontario Minister of Agriculture, Ontario Minister of Rural Affairs, Ontario Associate Minister of Emergency Preparedness and Response, and Ontario Minister of Health; and

FURTHER THAT this resolution be circulated to all Oxford police services boards, Safe and Well Oxford, Good Roads, and all municipalities in Ontario requesting their support.

That the 2025 Budget Meeting Schedule be amended to reschedule the 2025 Revenue Budget Review Meeting from Thursday, February 27, 2025 to Wednesday, February 26, 2025.
