This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.


Closed session commences at 6:40 p.m. in the 2nd Floor Board Room for the consideration of:

  • personal matters about an identifiable individuals

Recommendation:
That Woodstock City of Council approve the application for lands described as Lot 4 and Part Lot 5, Block M, Plan 255, in the City of Woodstock, to rezone the subject property from ‘Residential Zone 2 (R2)’ to ‘Special Residential Zone 3 (R3-66)’ to facilitate the construction of a three-unit townhouse development;

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation: 
That Woodstock City Council approve the application for lands described Part Lot 40, Plan 77, in the City of Woodstock, to rezone the subject property from ‘Residential Zone 1(R1)’ to ‘Special Residential Zone 3 (R3-67)’ to facilitate the construction of a three-unit townhouse development;

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council approve the application for lands described as Part Lot 1C, Plan 216, in the City of Woodstock, to rezone the subject property from ‘Residential Zone 1 (R1)’ to ‘Residential Zone 2 (R2)’ to facilitate the construction of two single detached dwellings (one on each proposed lot);

And further, that Woodstock Council advise the Land Division Committee that the City supports application B25-34-8, submitted by Irtaza Inayat, Namrah Tariq and Saad Tariq, for lands described as Part Lot 1C, Plan 216, in the City of Woodstock, to create one new residential infill lot, subject to conditions 1 through 7 outlined in the report;

And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration.

Recommendation:
That Woodstock City Council refer the report regarding the OILC Financing By-law Approval to the By-law section of the meeting.

Recommendation:
That Woodstock City Council approve the award of a study for intermunicipal transit to Dillon Consulting in the amount of $24,890 excluding HST to be financed from the Reserve from Capital Projects.

Recommendation:
That Woodstock City Council approves the encroachment at 4 and 6 Victoria Street and authorizes the Mayor and Clerk to sign the necessary encroachment agreement.

Recommendation:
That Woodstock City Council approves amendments to Council Policy GA026 – Video Surveillance.

Recommendation:
That Woodstock City Council refer the draft Bylaw to the Bylaws section described above, and that the Mayor and Clerk be authorized to sign.

Recommendation:
That Woodstock City Council refer the report regarding New Service Fee Proposal for Building Department Routine Disclosure Record Requests to the By-law section of the meeting.

Recommendation:
That Woodstock City Council appoint Councillor ______________ to the Community Grants Advisory Committee for a term from August 14, 2025 to November 14, 2026.

Recommendation:
That Woodstock City Council approves $9,000 from the Reserve for Salaries and Benefits for a Marketing and Communications Intern position for a 12-week period.

Recommendation:
That Woodstock City Council approves the $76,264.30 cost of the pump replacement for Engine 2, plus applicable taxes, to be funded from the Reserve for Purchase of Fire Equipment.

Recommendation:
That Woodstock City Council approve the retention of WalterFedy to undertake a contracted Energy Consumption Savings of the 5 facilities noted;


And further that the project be funded from the Hydro Reserve Fund.

Recommendation:
That Woodstock City Council receive the report regrading Solid Waste Service Update – Upcoming Curbside Collection Changes as information.

Recommendation:
That Woodstock City Council direct staff to prepare a report on the impacts of becoming a Living Wage employer.
