This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.


Closed session commences at 6:30 p.m. in the 2nd Floor Board Room for the consideration of:

  1. a personal matter about an identifiable individual; and, 
  2. a proposed or pending acquisition or disposition of land by the municipality.

Recommendation:
That Woodstock City Council approve the application for lands described as Lot 8, Part Lots 7 & 9, Plan 73, Part 1 of 41R-3284 in the City of Woodstock, to rezone the subject property from ‘Highway Commercial (C4)’ to ‘Special
Highway Commercial (C4-sp’ to include ‘funeral home’ as an additional permitted use;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council approve the interim tax levy for 2025 and that the necessary by-law be brought forward for three readings.

Recommendation:
That Woodstock City Council authorizes the temporary borrowing to a maximum of $5,000,000 for the year 2025 and that the necessary by-law be brought forward for three readings.

Recommendation:
That Woodstock City Council approve the requests to carry funds over the year end as listed for various capital and revenue fund projects and that these funds be recognized as a prior year commitment or a reserve contribution as appropriate.

Recommendation:
That Woodstock City Council approve the funding of up to $20,000 for consulting services from the Contingency Reserve to complete the Housing Needs Assessment required as part of the new 10-year CCBF funding agreement;


And further that any unspent funds be carried over to 2025. 

Recommendation:
That Woodstock City Council waive the tendering requirements of Municipal Code Chapter 376 – Procurement of Goods and Services and authorize the purchase of one 2025 Nova transit bus in the amount of $639,952 plus HST.

Recommendation:
That Woodstock City Council receive the report regarding Disc Golf as information.

Recommendation:
That Woodstock City Council gives notice of a commitment of $53,767.43 including H.S.T. in the 2025 budget for payment for the supply of floral materials from Floral Express Inc.

Recommendation:
That Woodstock City Council refer the Confirming By-law to the by-law section of the meeting.

Recommendation:
That Woodstock City Council receive the Strategic Priorities Mid-Term Update report as information.

Recommendation:
That Woodstock City Council approve participation in Canoe Procurement Group of Canada for cooperative purchasing of project EQU00043 PW - Replace Street Sweeper $386,478.21 exclusive of taxes, funded from the Equipment Reserve fund.

Recommendation:
That Woodstock City Council authorizes the remaining account balance from the Community and Social Well-Being Reserve to be carried over to 2025.
