This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.


Closed session commences at 6:00 p.m. in the 2nd Floor Board Room for the consideration of:

  • A proposed acquisition of land; and
  • A proposed disposition of land; and
  • Personal matters about identifiable individuals

Councillor M. Schadenberg will be reading the resolutions

(As the delegation did not meet the timelines set out in the Procedural By-law, a resolution must be passed by council in accordance with 16.2.7 (j) to allow the addition of a late delegation)

Recommendation: 
That Woodstock Council advise the Land Division Committee that the City supports Application File A23-03-08, submitted by Oxford Builders Inc., for lands described as Part Lot 4, South Side of Water Street, Plan 36, City of Woodstock, and municipally known as 844 Water Street, as it relates to:

  1. Relief from Section 7.2, Table 7.2 – R2 Zone Provisions to reduce the minimum
    required lot frontage of the lot to be retained from 18 m (59 ft) to 14.4 m (47.2 ft);
  2. Relief from Section 7.2, Table 7.2 – R2 Zone Provisions to reduce the minimum
    required lot frontage of the lot to be severed from 9 m (29.5 ft) to 8.5 m (27.9 ft); and
  3. Relief from Section 7.2, Table 7.2 – R2 Zone Provisions to reduce the required lot
    area for the proposed retained lands from 580 m² (6,243.3 ft²) to 574 m² (6,178.7 ft²).
    The recommended relief meets the four tests of a minor variance as set out in Section 45(1)
    of the Planning Act as follows:

i) The relief is a minor variance from the provisions of the City’s Zoning By-law.
ii) The relief is desirable for the use of the land.
iii) The relief maintains the general intent and purpose of the City’s Zoning By-law.
iv) The relief maintains the intent and purpose of the Official Plan.

And further, that Woodstock Council advise the Land Division Committee that the City supports the proposal to sever the subject lands, subject to the following conditions:

  1. The Owner(s) shall enter into a Severance Agreement with the City of Woodstock as set forth in the City of Woodstock By-Law No. 5266-76, and amendments thereto. The Severance Agreement shall be registered on first title by the Owner, to the satisfaction of the City of Woodstock.
  2. The Owner shall submit a recent survey to confirm lot sizes and building setbacks, to the satisfaction of the City of Woodstock.
  3. The Owner(s) confirm(s) that no underground or overhead services serving the retained lands traverse the severed parcel and visa versa. Where such services exist, the owner shall relocate the services or obtain private easements over the severed and/or retained lands to the satisfaction of the City of Woodstock.
  4. The Owner(s) shall agree to remove all structures on the severed and retained lands to the satisfaction of the City of Woodstock Building Department
  5. The Owner(s) shall agree, in writing, to satisfy all requirements, financial and otherwise, of the City of Woodstock and the County of Oxford, regarding the installation of services and drainage facilities, if required.
  6. The Owner(s) shall obtain a letter provided by the Clerk of the City of Woodstock advising the Secretary-Treasurer of the Land Division Committee that all requirements of the City of Woodstock have been complied with.

Recommendation:
That Woodstock Council advise the Land Division Committee that the City supports the proposal to sever the subject property, subject to the following conditions:

  1. The Owner(s) shall enter into a Severance Agreement with the City of Woodstock as set forth in the City of Woodstock By-Law No. 5266-76, and amendments thereto. The Severance Agreement shall be 
    registered on first title by the Owner, to the satisfaction of the City of Woodstock.
  2. The Owner shall submit a recent survey to confirm lot sizes and building setbacks, to the satisfaction of the City of Woodstock.
  3. The Owner(s) shall remove all accessory structures on the severed parcel to the satisfaction of the City of Woodstock Building Department.

Where such services exist, the owner shall relocate the services or obtain private easements over the severed and/or retained lands to the satisfaction of the City of Woodstock.
  5. The Owner(s) shall agree, in writing, to satisfy all requirements, financial and otherwise, of the City of Woodstock and the County of Oxford, regarding the installation of services and drainage facilities, if required.
  6. The Clerk of the City of Woodstock advise the Secretary-Treasurer of the Land Division Committee that all requirements of the City of Woodstock have been complied with.

And further, that Woodstock Council advise the Land Division Committee that the City supports Application File A23-04-8, submitted by David Redford and Justin Byers, for lands described as Part Lot 2, West Side of Powell Street, Plan 48, City of Woodstock, and municipally known as 414 Powell Street, as it relates to:

  1. Relief from Section 6.2, Table 6.2 – R1 Zone Provisions to reduce the required lot area from 370 m² (3,982.6f ft²) to 351 m² (3,778.1 ft²) for the proposed severed and retained lands; and
  2. Relief from Section 6.2, Table 6.2 – R1 Zone Provisions to reduce the required frontage for the proposed severed and retained lands from 12 m (39.4 ft) to 11.4 m (37.4 ft), to facilitate the severance proposed by Consent Application B23-25-8. The recommended relief meets the four tests of a minor variance as set out in Section 45(1) of the Planning Act as follows:

i) The relief is a minor variance from the provisions of the City’s Zoning By-law.
ii) The relief is desirable for the use of the land.
iii) The relief maintains the general intent and purpose of the City’s Zoning Bylaw.
iv) The relief maintains the intent and purpose of the Official Plan.

Recommendation:
That Woodstock City Council approve the application for lands described as Part Lot 14, Concession 2 (Blandford), Part 1 & 2, 41R-8016, in the City of Woodstock, to rezone the subject lands from ‘Prestige Industrial Zone (M1)’ to ‘Special Active Use Open Space Zone (OS2-5)’ to permit a future municipal recreational building on the subject lands;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation: 
That Woodstock City Council not approve the zone change application submitted by RW Bonn Ltd., for the lands described as Lots 13-16, Plan 86 and Part Block 1, Plan 85, in the City of Woodstock, to be rezoned from ‘Transitional Industrial (M4)’ and Special Transitional Industrial (M4-3) to an amended ‘Special Transitional Industrial (M4-3)’ to add professional office uses to the permitted uses.


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise Oxford County that the City supports a 2-year extension to the draft approval of the Villages of Sally Creek subdivision (32T-00001), for lands described as Part of Lots 3, 4 & 5, Concession 11 (East Zorra) in the City of Woodstock to September 30, 2025.

Recommendation:
That Woodstock City Council direct staff to proceed with amendments to the Official Plan and Zoning By- law related to the implementation of policies and provisions enabling Additional Residential Units in accordance with Provincial direction as set out in the More Homes Built Faster Act and accompanying regulations.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council refer the report regarding OILC Financing By-law Approval to the By-law section of the meeting. 

Recommendation:
That Woodstock City Council receive the Statement of Revenue and Expenditure and the Statement of Capital Expenditures for the period ending July 31, 2023 as information.

Recommendation:
That Woodstock City Council receive the report regarding Transit Service to 1231 Nellis Street as information.

Recommendation:
That the Mayor and Clerk be authorized to sign an amending agreement with 2427224 ONTARIO INC. (Arvind Aggarwal), as described in the report.

Recommendation:
That Woodstock City Council stop up and close a portion of Juliana Drive as described in the report, and that the necessary By-Law be read.

Recommendation:
That Woodstock City Council approve the Community Improvement Plan application for properties located at 379 Dundas Street, 507 Dundas Street, 521 Dundas Street and 75 & 85 Brock Street, and that the Mayor and Clerk be authorized to sign the necessary agreements;


And further that the approved funds be taken from the downtown reserve for these projects.

Recommendation:
That Woodstock City Council receive the report regarding Opting Out of Flyer Deliveries as information.

Recommendation:
That Woodstock City Council establishes an implementation date of ______________ for the revised version of Municipal Code Chapter 802 – Consumer Fireworks;


And further that staff be directed to prepare the enabling by-law and draft short form wording and associated set fines for Council approval to proceed with an application for approval by the Ministry of the Attorney General.   

Recommendation:
That Woodstock City Council receive the report regarding Water and Wastewater Contract Negotiations as information. 

Councillor M. Schadenberg has withdrawn the Notice of Motion presented at the July 13, 2023 Council meeting.
