This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.

Recommendation:
That  Woodstock City Council support the application to amend the Official Plan (File No. OP 24-07-8), submitted by Oxford County, for lands legally described as Part Lot 1, w/s Light Street, Plan 10 in the City of Woodstock, to add a site-specific provision to the Central Business District to facilitate the development of an eight-storey 36-unit residential apartment dwelling house without ground floor commercial space on the subject lands;


And further that Woodstock City Council approve in principle the zone change application (File No. ZN 8-24-12) submitted by Oxford County, for lands legally described as Part Lot 1, w/s Light Street, Plan 10 in the City of Woodstock, to rezone the subject lands from from ‘Central Commercial Zone (C5)’ to ‘Special Central Commercial Zone (C5-sp)’ to facilitate the development of an eight-storey 36-unit residential apartment dwelling house without ground floor commercial space on the subject lands;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City approve the application for zone change for lands described as Lot 8 and Part Lot 9, Plan 1626, in the City of Woodstock,
to amend the C4-35 Zone to permit a minimum parking standard of 0.72 spaces per guestroom for a hotel and to permit a minimum of 0 parking spaces after a pick-up window for a restaurant;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise County Council that the City supports the application for draft approval of a proposed condominium submitted by the Villages of Sally Creek Inc. (File No. CD 24-02-8), prepared by Kim Husted Surveying Limited, for lands described as Block 9, Plan 41M-394, in the City of Woodstock;

And further that City Council advise County Council that the City supports the application for exemption from the draft plan of condominium approval process submitted by Villages of Sally Creek Inc. (File No. CD 24-03-8) prepared by Kim Husted Surveying Limited, for lands described as Block 9, Plan 41M-394, in the City of Woodstock.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council refer the report regarding the OILC Financing By-law Approval to the By-law section of the meeting;


And further that Woodstock City Council approve the use of $400,000 from the Road Reconstruction Reserve to replace $400,000 of debt financing related to 2024 road projects.

Recommendation:
That the new streets be named as per Council’s direction.

Recommendation:
That Woodstock City Council award the tender for the Dundas Street Redevelopment Phase 1 Contract No. 11247 to Viewcon Construction Ltd., in the amount of $2,501,271.92 inclusive of HST;

And further that Woodstock City Council instruct Staff to begin construction in Spring 2025.

Recommendation:
That  Woodstock City Council adopt the Engineer’s Report prepared by K. Smart Associates Limited for the Gould Drain and the Jackson Drain, dated July 10, 2024;


And further that City Council having adopted the Engineer’s Report, give the attached Provisional Bylaw the first and second reading in accordance with Section 45(1) of the Drainage Act;


And further that City Council directs the Clerk to set the October 3, 2024 regular Council meeting for the Court of Revision and circulate the Provisional By-law and the Notice of the Court of Revision, in accordance with Sections 46(1) and 46(2) of the Drainage Act, to the affected
property owners.

Recommendation:
That Woodstock City Council approve an additional $25,000 for the Transportation Master Plan to be funded from the Development Charge Roads Reserve fund.

Recommendation:
That Woodstock City Council authorizes City Staff to enter into a program partnership agreement with South Gate Centre for the period of September 9, 2024, until June 6, 2025.

Recommendation:
That Woodstock City Council adopt Council Policy GA027 – Filling a Vacant Seat on Council as amended.

Recommendation:
That Woodstock City Council direct staff to proceed with Option ____ for a Boundary Adjustment between the City of Woodstock and the Township of Norwich; 

And further that the necessary by-law be prepared to authorize the Mayor and Clerk to execute a Boundary Adjustment Agreement between the Corporation of the City of Woodstock, the Corporation of the Township of Norwich, and the County of Oxford; 

And further that upon execution of the Agreement and all other necessary documentation by all three municipalities, staff be directed to forward the required information to the Minister of Municipal Affairs and Housing; 

And further that the costs incurred as a result of the boundary adjustment process be funded from account number 0170-51015-0519 – Contingency Reserve. 

Recommendation:
That Woodstock City Council approve compensation and benefit adjustments for 2024, 2025 and 2026 consistent with the Memorandum of Settlement negotiated with C.U.P.E. Local 1146, Inside Unit;


And further that the Mayor and Clerk be authorized to sign the 2024-2026 C.U.P.E. Local 1146, Inside Unit Collective Agreement.

Recommendation:
That Woodstock City Council approve compensation and benefit adjustments for non-union employees for 2024, 2025 and 2026 that is consistent with the Memorandum of Settlement negotiated with the C.U.P.E. Local 1146 Bargaining Units.
