This meeting will be held in-person  in accordance with section 238 (3.3) of the Municipal Act, 2001 as amended and section 16.6.24 of the City of Woodstock Procedure by-law. The meeting will be livestreamed to the City’s YouTube channel and a recording of this meeting will also be posted on the City website following the meeting.


Closed session commences at 6:30 p.m. in the 2nd Floor Board Room for the consideration of:

  • A proposed acquisition of land by the municipality

Councillor K. Leatherbarrow will be reading the resolutions

Recommendation:
That Woodstock City Council approve the application for lands described as Part Lot 6, Plan 495, in the City of Woodstock, to rezone the subject property from ‘General Industrial Zone (M3)’ to ‘Special General Industrial Zone (M3-42)’ to add a veterinary clinic as a permitted use on the subject lands;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise the County of Oxford that the application by Graham, Brian & Robert Louis Reid, to create a draft plan of
condominium (File No.: CD 23-02-8) as applied to lands consisting of Lot 42, Plan 579, City of Woodstock City requests the application be deferred to provide an opportunity to review and revise the building condition assessment report and reserve fund study.  


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise County Council that the City supports the application for draft approval of a proposed condominium submitted by 2749815 Ontario Limited (File No. CD 23-01-8), prepared by Brooks Lise Surveying Limited, for lands described as Part Lot 12, Plan 227, Part Lot 4, West side of Yeo Street, Plan 10, and Part 1 of 41R-10169, in the City of Woodstock;


And further, that Woodstock City Council advise County Council that the City supports the application for exemption from the draft plan of condominium approval process submitted by 2749815 Ontario Limited (File No. CD 23-01-8), prepared by Brooks Lise Surveying Limited, for lands described as Part Lot 12, Plan 227, Part Lot 4, West side of Yeo Street, Plan 10, and Part 1 of 41R-10169, in the City of Woodstock, as all matters relating to the development have been addressed through the Site Plan Approval process and a registered site plan agreement with the City of Woodstock;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council approve the application for Zone Change for lands described as Part Lot 16 and 23, Plan 573, City of Woodstock, to rezone the subject lands from Highway Commercial Zone (C4) and Special Highway Commercial Zone (C4-18) to Special Highway Commercial Zone (C4-56);


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation:
That Woodstock City Council award the tender for the reconstruction of Leinster Street to Viewcon Construction Limited, in the amount of $1,275,799.92 inclusive of HST.

Recommendation:
That Woodstock City Council award the tender for the reconstruction of Rathbourne Avenue to Viewcon Construction Limited, in the amount of $1,803,209.98 inclusive of HST.

Recommendation:
That Woodstock City Council supports the Committee of Adjustment decision made on January 15th, 2024, for Minor Variance application MV-01-24– 124 Juno Crescent.

Recommendation:
That Woodstock City Council receive the report regarding Municipal Insurance Costs Update as information.
