Recommendation:
That Woodstock City Council approve the application for Zone Change for lands described as Part Lot 18, Concession 2 (East Oxford), Parts 12 & 14 of 41R-8707, City of Woodstock, to amend the provisions of the ‘Special Regional Commercial Zone (C6-4)’ to increase the maximum permitted gross floor area for a financial institution;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
B23-14-8:
That Woodstock City Council advise the Land Division Committee that the City supports the proposal to sever the subject property, subject to the following conditions:

  1. The owner shall enter into a Severance Agreement with the City of Woodstock as set forth in the City of Woodstock By-law No. 5266-76, and amendments thereto. The agreement will be registered on title by the owner, to the satisfaction of the City of Woodstock.
  2. The owner provides confirmation of the location of any existing overhead or underground services installed to the retained and severed lots. Services cannot traverse the adjoining lots and any conflicts must be re-directed or an easement created. Any proposed easements shall be reviewed by the City of Woodstock.
  3. The owner shall satisfy all requirements, financial and otherwise, of the City of Woodstock and the County of Oxford, regarding the installation of services and drainage facilities.
  4. The owner shall submit a recent survey to confirm lot sizes and building setbacks to the satisfaction of the City of Woodstock.
  5. The proposed severed and retained lands be appropriately zoned.
  6. The owners shall remove all structures on the proposed severed and retained lands to the satisfaction of the City of Woodstock Building Department.
  7. A site servicing plan shall be provided to the satisfaction of the County of Oxford Public Works Department.
  8. The Clerk of the City of Woodstock advise the Secretary-Treasurer of the Land Division Committee that all requirements of the City of Woodstock have been complied with.


ZN8-23-04:
That Woodstock City Council approve in-principle the zone change application submitted by Oxford Builders, whereby the lands described as as Part Lots 9 and 10, Plan 86, City of Woodstock are to be rezoned from Residential Zone 1 (R1) to ‘Special Residential Zone 3 (R3-sp)’ to facilitate the development of 11 townhouse units on two separate lots (one lot containing 6 units and one lot containing 5 units) and to support the severance of those lots;


And further that any comments received from the public were reviewed and considered before the decision was made in relation to this planning matter.

Recommendation:
That Woodstock City Council advise the Land Division Committee that the City supports the proposal to sever the subject property, subject to the following conditions:

  1. The owner shall enter into a Severance Agreement with the City of Woodstock as set forth in the City of Woodstock By-law No. 5266-76, and amendments thereto. The Agreement will be registered on title by the owner, to the satisfaction of the City of Woodstock.

  5. The retained lands be appropriately zoned to prevent development until Leslie Street has been extended and/or a plan of subdivision for the severed lands has been approved by Oxford County.
  6. That no development take place on the severed lands until a draft plan of subdivision is approved for the severed lands.
  7. The owner remove all structures on the severed lands to the satisfaction of the City of Woodstock Building Department.
  8. The Clerk of the City of Woodstock advise the Secretary-Treasurer of the Land Division Committee that all requirements of the City of Woodstock have been complied with.

The following resolutions have been prepared to facilitate Council's perusal of the various matters and are suggested for consideration

Recommendation: 
That Woodstock City Council receive the Statement of Revenue and Expenditure and the Statement of Capital Expenditures for the period ending June 30, 2023 as information.

Recommendation:
That Woodstock City Council approves an additional $200,000 for asphalt resurfacing to be financed from the Asphalt Reserve;


And further that Woodstock City Council award the tender for the 2023 Annual Asphalt Program to Permanent Paving Ltd. in the amount of $2,199,000.00, inclusive of HST.

Recommendation:
That Woodstock City Council refer the report regarding Vacant Building Registry By-law to the by-law portion of the agenda.

Recommendation:


That Woodstock City Council approve additional funding to complete work at the Pattullo Avenue Industrial Site in the order of $4,600,000 from the Industrial Land Reserve.

Recommendation:
That Woodstock City Council approves a full- time custodian position for the Museum and Market Centre Theatre to be funded from the current approved budget.

Recommendation:
That Woodstock City Council approves $50,000 from the Community and Social Well Being reserve fund in order to provide increased sanitation items and services to encamped residents within Woodstock.

Recommendation:
That Woodstock City Council approves that the new location of the 2023 splash pad build take place on half of the current upper complex field.

Lions Pool Rehabilitation
That Woodstock City Council approve the Redevelopment of Lions Pool at an estimated cost of $2,000,000 to be financed with $200,000 Capital Out of Revenue and $1.8 million in debt financing.     


OR


New Pool at Cowan Fields
That Woodstock City Council approve the building of a new outdoor pool at Cowan Fields with a budget of $5,350,000 with $5 million to be financed through debt and the decommissioning of Lions Pool.


OR


No Outdoor Pool
That Woodstock City Council decommission Lions Pool and direct to not move forward with a replacement pool at this time. 

Recommendation:
That Woodstock City Council direct staff from the Development Department to waive the City’s right of repurchase of the subject site based on the information provided in the report.

Recommendation:
That Woodstock City Council approved the proposed changes to Municipal Code Chapter 16 – Procedure, excluding items _____;


And further that the necessary by-law be prepared.

Recommendation:
That Woodstock City Council supports the Committee of Adjustment decision made on June 12th, 2023, for Minor Variance application MV-10-23, 262 Wellington Street North.

Recommendation:
That in respect to Capital project FIR00026 – Replace Fire Apparatus Engine 1 (ALF Pumper) Council approves:

  1. The additional funding in the amount of $225,000 from the Purchase of Fire Equipment reserve account.
  2. The additional funding in the amount of $175,000 from the Hydro reserves account.
  3. The repayment of the total amount of $345,000 from future contributions to the Purchase of Fire Equipment reserves to the Hydro reserves accounts.
  4. The purchase of Pierce stock HDRP Pumper from Commercial Emergency Equipment Co. to the amount of $1,400,000 including applicable taxes.

Recommendation:
That Woodstock City Council approve Staff to explore the option of partnering with a Contractor that is positioned to be awarded the entire Oxford County Catchment area for Recycling Collection services within Woodstock.

Recommendation:
That Woodstock City Council receive the Woodstock Art Gallery’s Digital Strategy Report as information;


And further that Woodstock City Council approves OR refer to the 2024 revenue budget deliberations the Woodstock Art Gallery’ s Digital Strategy Report main recommendation to hire a full-time Digital Project Coordinator to ensure the business continuity and continued growth of the Gallery’s operations.

Councillor M. Schadenberg put forth the following resolution for Council's consideration at the August 10, 2023 Council meeting:


Whereas at the June 22, 2023 Southwestern Public Health Board of Health meeting, a report entitled “Consumption and Treatment Services Feasibility Study Findings Report” was approved unanimously;


Whereas this report included ‘An Exploration of the Need for and Feasibility of Consumption and Treatment Services' in Oxford and Elgin Counties;


Whereas this report concluded that the region served by Southwestern Public Health would benefit from Consumption and Treatment Services;


Whereas this report recommended proceeding with Phase 2 of the study, which will involve identifying a potential Consumption and Treatment Services site in the City of Woodstock;


Whereas this report also acknowledges that some people do not support this strategy, creating the need for ongoing consultation and engagement with the community, business owners and operators, health systems, and community partners to support the ongoing exploration of Consumption and Treatment Services in the region;


Whereas the Consumption and Treatment Services Application Guide from the Ministry of Health and Long-Term Care requires that local municipal council support (i.e. a council resolution) endorsing the Consumption and Treatment Services must be obtained;


Whereas a Council resolution of non-support for a Consumption site in the City of Woodstock before commencement of Phase 2 of the study would prevent unnecessary time and effort on any ongoing exploration and consideration of a site within the City of Woodstock;


Now therefore be it resolved that the City of Woodstock does not support a Consumption and Treatment Services site within the municipal boundaries of the City of Woodstock;


And further that this resolution be circulated to Southwestern Public Health, Oxford MP Arpan Khanna, and Oxford MPP Ernie Hardeman.

Moved by Councillor B. Wheaton 


Whereas, all Ontarians deserve and expect a safe and respectful workplace;


Whereas, municipal governments, as the democratic institutions most directly engaged with Ontarians need respectful discourse;


Whereas, several incidents in recent years of disrespectful behaviour and workplace harassment have occurred amongst members of municipal councils;


Whereas, these incidents seriously and negatively affect the people involved and lower public perceptions of local governments;


Whereas, municipal Codes of Conduct are helpful tools to set expectations of council member behaviour;


Whereas, municipal governments do not have the necessary tools to adequately enforce compliance with municipal Codes of Conduct;


Now, therefore be it resolved that the City of Woodstock supports the call of the Association of Municipalities of Ontario for the Government of Ontario to introduce legislation to strengthen municipal Codes of Conduct and compliance with them in consultation with municipal governments;


And further be it resolved that the legislation encompass the Association of Municipalities of Ontario’s recommendations for:

  • Updating municipal Codes of Conduct to account for workplace safety and harassment
  • Creating a flexible administrative penalty regime, adapted to the local economic and financial circumstances of municipalities across Ontario
  • Increasing training of municipal Integrity Commissioners to enhance consistency of investigations and recommendations across the province
  • Allowing municipalities to apply to a member of the judiciary to remove a sitting member if recommended through the report of a municipal Integrity Commissioner
  • Prohibit a member so removed from sitting for election in the term of removal and the subsequent term of office.

And further that this resolution be circulated to the Honourable Doug Ford, Premier of Ontario; the Honourable Steve Clark, Ministry of Municipal Affairs and Housing; the Honourable Ernie Hardeman, Oxford MPP; Charmaine Williams, Associate Minister of Women's Social and Economic Opportunity; the Association of Municipalities of Ontario; and all Ontario Municipalities.
